• Appellant must be either 1) owner of property charged the Groundwater Sustainability Fee/ Agricultural User, or 2) Public Water System, Small Water System, or owner of real property charged the Groundwater Sustainability Fee/ Domestic User.

• Fee must be paid before submitting the appeal form

• Appeal must be for the current fiscal year (July 1-June 30)
