Caroline Chapin, Chair

Caroline has been on the SVBGSA Board of Directors since 2018 with her current 3-year term expiring on July 1, 2028. She was appointed by the Monterey County Board of Supervisors and represents interests not otherwise represented on the Board. Caroline serves on the Executive Committee, Budget & Finance Committee, and Langley Subbasin Committee.

Glenn has been on the SVBGSA Board of Directors since 2023 with his current 3-year term expiring on July 1, 2029. He was appointed by the Monterey County Board of Supervisors and represents other GSA eligible entities. Glenn serves on the Executive Committee.

Brenda has been on the SVBGSA Board of Directors since 2018 with her current 2-year term expiring on July 1, 2027. She was appointed by the Salinas City Council and represents CPUC regulated water companies in the basin. Brenda serves on the Budget & Finance Committee.

Ryan has been on the SVBGSA Board of Directors since 2026 with his current 3-year term expiring on July 1, 2029. He was appointed by the Monterey County Board of Supervisors and represents agricultural interests. Ryan also serves on the Langley Subbasin Committee.

Steve serves on the Eastside Subbasin Committee, the Forebay Subbasin Committee, and the SVBGSA/ASGSA Coordination Committee.

Anna Velazquez
City of Soledad
Anna has been on the SVBGSA Board of Directors since 2025 with her current 3-year term expiring on July 1, 2028. She was appointed by the City Selection Subcommittee and represents the cities of Gonzales, Soledad, Greenfield and King City.

The Board has two standing committees: the Executive Committee and the Budget and Finance Committee:
The Executive Committee consists of the Chairperson, Vice Chair and three other Directors, who are appointed by the Board. The committee considers and makes recommendations to the Board on all matters requiring a supermajority or super majority plus vote. The Executive Committee also considers and makes recommendations on the performance of the Executive Director/General Manager and Agency Counsel, as well as amendments to bylaws.
The Budget and Finance Committee consists of five Directors, who are appointed by the Board. The committee reviews and makes recommendations on items related to the budget and financial performance of the Agency, and reviews fees/charges proposed to be levied by the Agency.
