CASTROVILLE, Calif. — in the bright midday sun, 16 Everett Alvarez High School students spill of a yellow school bus at the Silvio Bernardi Water Treatment Plant. It’s the teenager’ first field trip since elementary school, and also the first school field trip the staff at Salinas Valley Basin Groundwater Sustainability Agency has hosted since SVBGSA formed five years ago.
